In light of the severe climate change affecting the country, especially during the winter season, which has been accompanied by heavy rainfall in recent times, coupled with the weakness of the infrastructure unable to cope with the volume of water, this has negatively impacted traffic flow and the transportation of goods. Specifically, it has paralyzed project activities, which suffer a complete standstill in the face of the unstable climate conditions. Consequently, there was a need to develop a disaster response plan. Skilled personnel were tasked with formulating a strategy and plan to address this.
